The local degeneracy of the new-class resonant
states generated in the non-relativistic scattering of a charged
particle by a central potential made up of a square well with a
Coulomb barrier is studied. We demonstrate that a new-class resonant
level (l,n) of orbital angular momentum l defined by a pole
situated at the stable point is degenerate with the
resonant levels
and (l+1,n) where n is a new quantum
number. Instead of the usual (2l+1) degeneracy due to the spherical
symmetry, the system has a 3(2l+1) degeneracy. This degeneracy
supports a new type of resonance in the cross-section, associated to
the co-operative contribution from three adjacent partial waves
. In particular, the so-called quasi-molecular states
excited in the heavy-ion elastic scattering exhibit this local
degeneracy.
