By including the contribution of a bound electron to the potential to be screened, it is shown that the screening cloud around a Coulomb charge is repelled so as to enable the formation of a persistent localized state. This result is obtained either with Thomas-Fermi or Lindhard screening, and is applied to the determination of Mott's critical density.
