The interactions with the on- and off-mass-shell
virtual pions in nuclei are evaluated in the chiral perturbation
theory at the leading order. It is found that the contribution of
the nuclear pions to the ratio of the cross-sections
for nuclei
and
is about 9%. Inclusion of
the off-mass-shell behavior of the
amplitude may
produce a significant improvement to the systematic discrepancies
between the experiment data and optical model calculations on the
ratio R.
