The probability distribution of macroscopic nonequilibrium trajectories is constructed on a general ground. The phenomenological constitutive relations correspond to the evolution equation of the most probable path. A generalized entropy production, which reduces to the thermodynamic entropy production when the constitutive relations are linear, is shown to be maximized within the trajectory space of solutions to the phenomenological evolution equation.
