We propose a new network model, which is based on the traffic flow states. Using the proposed model, we attempt to give a further understanding about the traffic dynamics. The main study is to investigate the influence of the traffic dynamics on the structural properties of the network model. We measure the probability distributions and scaling properties of the proposed model. The simulation results indicate that under different traffic conditions, various distributions of the connections can be found.
