Podolsky electrodynamics from a condensation of topological defects

In this paper we demonstrate the arising of higher-derivative contributions to the effective action of electrodynamics on the basis of the generalized Julia-Toulouse mechanism and explicitly show that the complete effective action arising within this methodology is nonlocal.
