The photon spin Hall effect can lead to the more general question of how to control all the light waves in a muti-channel structure (so-called complete control). To address this problem in general and thoroughly, a theoretical approach was established in this paper. Guided by this approach, the complete controls in several complicated structures are realized theoretically or numerically. We also represent this approach in the form of representation theory. The important works reported recently in this area were explained by this theory.
