We develop a new field theory for the quantum gauge glass with infinite-range interaction. We include disorder in both the coupling strengths and the site energies. This model is closely related to XY magnets and bosons in random media. For properly chosen distributions of the site disorder we find two distinct regions, a “Weak” and a “Strong” Glass, dominated by long-range and local fluctuations, respectively. Strikingly, at the Strong Glass transition the non-linear susceptibility does not diverge.
