We present a new load distribution mechanism and obtain the dynamic critical load-generating rate based on the unoccupied capacity in scale-free networks. And the dynamics of traffic congestion is studied numerically. By investigating the effectiveness of the proposed mechanism for scale-free and random networks, we find that the traffic congestion and critical load-generating rate are strongly dependent on the unoccupied capacity, the topology and the size of traffic networks.
