It is established that the existing density functional theory for the ground-state energy of inhomogeneous electron gas is essentially based on the statement on the existence of the density functional for the external field potential. It is shown that this statement is not valid in the general case at the validity of the lemma proved by Hohenberg and Kohn, which establishes that for the ground state the same inhomogeneous density cannot correspond to two different external field potentials.
